Specifically for a 1999 Chevy Suburban 1500. It's my dad's DD. He came home from work yesterday and the car wouldn't shift out of drive into park. He just turned the car off and left the keys in the ignition until I got home. I took a look at it and couldn't get it to shift into anything but the lower gears. I climbed under the car while he applied upward pressure on the shifter and I was able to move the shifter that is directly on the transmission into park. Has the shift cable stretched or something? Any ideas?

Do you have to jiggle the ignition switch to move the column shift? If so its probably your ignition switch.

Nah, it's not the ignition. The thing just refused to shift around gears without me underneath manually putting it into park.

Parking Lockout is broken, almost guarnteed. Youll have to take apart the console to find the broken piece buried.
Dodge LX cars are notorious because the lockout in most are plastic, and it will just break clean off. The fix is just replacing it, Billet Tech makes an aluminum one for the LX cars, not sure if you can get a metal one or not though.
If you start the car and make sure you have the radio off, slowly press the brake pedal and listen for the lockout to release. If you hear it release but cant move the shifter, the lockout is broken and the cable isnt pulling the safety catch back. Ive never seen or heard of a broken cable, but I suppose its within the realm of possibility as well, but the lockout piece breaking is super common.
